That's probably the key difference, I suspect. I didn't get the sense, overall, with this Javert, that he had the...what's the word I want. Rigidity, maybe. That would lead both to the obsession with Valjean, and him breaking when his assumptions about Valjean were proven so very wrong. Under those circumstances, the scene with Gavroche seemed like proof that he was, indeed, more flexible in his thinking.
(On the other hand - I loved the walking-along-the-very-edge during both "Stars" and "Suicide". It felt like this gorgeous imagery that Javert himself wasn't really aware of, and which led beautifully into his death. So I suspect I'm just being persnickety about the whole thing.)
